In accordance with Federal Law, Providers who
received payments for Early Intervention Services in the 2019 calendar year
should expect to receive a number of 1099 forms as noted below.
Providers
will receive a 1099 from New York State Department of Health via the State
Fiscal Agent (SFA), for amounts from the State Escrow account in 2019 (*see
details below), a 1099 from Medicaid, and a 1099 from each insurance
company (**see details below).
The Department and the SFA have informed insurance companies
and Medicaid that they need to create a 1099 for billing Providers. During the
1099 creation process, there are procedures in place that help validate the
accuracy of Provider information on 1099s such as Provider Name and Tax
Identification Number (TIN) with the IRS. During the 1099 creation process, if
there are any errors that prevent a 1099 from being issued to a Provider, the
Provider will immediately be contacted by the SFA to verify and resolve any
data discrepancies.
*The SFA will not issue a
1099 to a Provider that received less than $600 in payments from the State
Escrow account during the 2019 calendar year. Those forms were mailed
to Providers on January 17, 2020.
**A Provider may not
automatically receive a 1099 from an insurance company where that Provider
billed less than $600 during the 2019 calendar year. If a Provider wishes to
obtain a 1099 from an insurance company for payments of less than $600 in the
2019 calendar year, they can do so by contacting the insurer directly.
